PhonePayPlus welcomes Ofcom’s statement on PRS regulation

PhonepayPlus, the phone-paid services regulator, welcomed the publication of Ofcom’s statement on the regulation of premium rate services (PRS). Ofcom has asked PhonepayPlus to take forward a number of the actions arising from the review, including:

  • A mandatory registration scheme for the PRS industry;
  • An expansion of its current Number Checker service to cover all PRS numbers, as far as possible;
  • A consultation on strengthening PRS advertising requirements to improve pricing transparency;
  • Consideration of creating complaints handling standards for the PRS industry.
  • PhonepayPlus agrees that these measures, implemented carefully, could bring significant improvements to PRS regulation. It intends to work closely with the PRS industry to ensure any changes to the regulatory framework are effective and proportionate.

PhonepayPlus is currently revising its Code of Practice and will look at incorporating these recommendations into the Code. It will set out further detail on how these proposals will be taken forward when its Business Plan is published for consultation later this year.

Pan-European Helpline Numbers

Ofcom today confirmed the organisations that will run the first pan-European 116 helpline phone numbers in the UK.

The following organisations have been selected to provide their services on these 116 numbers:

  • Missing People will use 116 000 for a missing children helpline;
  • NSPCC will use 116 111 for its ChildLine service; and
  • Samaritans will use 116 123 for an emotional support helpline.

116 numbers will allow anyone travelling around Europe to access providers of similar services by calling the same six-digit memorable number, making it easier for visitors to find the right number when they need help or advice.

Call Costs guide

If you’re confused by call charges or don’t know your 03 from your 0845 numbers, then we have the perfect guide for you which Ofcom published this month.

There are so many different types of phone number these days that it can be hard keeping tabs on how much they cost to call.
Ofcom’s guide looks at some of the common numbers in use today, what they are used for and how much it costs to call them from a BT landline.

You can then download the guide, print it off and keep it by your phone so that you’ve always got the facts at your fingertips.

Geographic numbers
The guide gives you the lowdown on geographic numbers – numbers beginning 01 or 02 – as well as 03 numbers, which many organisations now use as an alternative to more expensive 08 numbers.

There’s also information on 030 numbers –used by not for profit organisations – and 07 mobile numbers and 070 personal numbers.

The guide explains all about 08 numbers, ranging from 0800 numbers – which are free to call from a landline – to 0843, 0844 and 0845 numbers, as well as 0870 numbers.

Finally the guide will tell you how much you can expect to pay if you call the more expensive 0871/2/3 numbers and premium rate 090 numbers.

Mobile costs
The prices in the guide are based on the cost of calls from a BT landline and other providers’ prices may vary. Calls from mobiles will almost always be higher and you should check the costs of calls with your provider.

Power of Geographic Telephone Numbers is Increasing

Over the last 2 years, TTNC has seen a steady increase in the sales of Geographic Telephone Numbers (01 and 02 numbers). TTNC now sells more Geographic Numbers than any other number range including Non Geographic Numbers and even Freephone Numbers.

Geographic Numbers are also known as Local Area Code Numbers and UK Town Numbers, they are used by businesses and organisations of all sizes, including local trades and services, charities, corporate and international businesses.

TTNC Geographic Numbers are virtual numbers which means they are not attached to a physical line, this they can routed (diverted) and any type of destination including mobile and international numbers. As they are virtual numbers, there is no need to change your number if you move offices/locations, it also means you can attach services to the numbers such as Virtual Receptionist, Call Whisper, Call Recording, etc.

One reason that Geographic Numbers have become so popular is the fact that they are free to call (or very cheap to call) for most people as they are included in most people’s call packages, even when they use a mobile phone, unlike Freephone numbers which can cost up to 40 pence per minute to call from some mobile telephones.

Confusion about the London Area Code

Since 2000, the area dialling code for London has been 020 – although some people mistakenly believe it is actually 0207 or 0208.
However, the 7 or 8 element is actually the first digit of the local telephone number, depending on whether the phone number had previously been Inner (0171) or Outer (0181) London.

Ofcom allocates hundreds of thousands of new London numbers every year and as result also introduced new (020) 3 numbers in 2005 to meet the growing demand in the capital.

Ofcom no longer Allocates 020 7 or 020 8 number ranges.

Launch of Consortium to promote Digital Participation – Ofcom

Ofcom today set out the next steps it will take to ensure availability, take-up and effective use of communications services following analysis which shows there is more to be done to achieve widespread access and inclusion across the UK.

Ofcom’s next steps, following its recent consultation, include reviewing services for disabled consumers, addressing mobile phone “not spots”, encouraging broadband take-up and digital participation and reviewing the Universal Service Obligation.

Ofcom has also confirmed that from today, mobile phone users will be able to call the emergency service numbers (999 and 112) from another network if their own network is unavailable and an alternative provider has coverage.

Ofcom has also announced the launch of a new Consortium to promote Digital Participation in the UK.

The Consortium – which will be launched today by Ofcom Chairman Colette Bowe and Minister for Digital Britain Stephen Timms MP – aims to increase the reach, breadth and depth of digital technology use. It also aims to maximise digital participation and promote its economic and social benefits.

The Consortium will encourage people to take up digital communication technologies by providing information, motivation and support.

TTNC helps PipeMedia and PipeCall customers

Following an announcement to PipeMedia and PipeCall customers informing them that their service would be disconnected on the 30th of October, 2009, TTNC is pleased to announce that we now have a Porting agreement in place which enables us to Port in Non Geographic Numbers using the PipeMedia and PipeCall service.
TTNC’s Managing Director, Mark Burcher said; “We will be pleased to offer assistance to PipeMedia and PipeCall customers who face being left without a service on their Non Geographic Numbers after the 30th of October, 2009. We appreciate that these customers rely on their phone numbers for business purposes and they cannot afford to be without a service, therefore we did our very best to get a Porting Agreement in place to enable us to take over these customers numbers before their service finishes. If a PipeMedia or PipeCall customer Ports their Number to us then they will not suffer any downtime or disruption to service.”
TTNC is able to Port In the following Non Geographic Numbers;

  • 0845 Non Geographic Numbers (also known as Lo-Call or Local Numbers)
  • 0844 Non Geographic Numbers (Fixed Rate Numbers, up to 5 pence per minute)

Ofcom Competition and Consumer Enforcement Bulletin

The latest changes to Ofcom’s Competition and Consumer Enforcement Bulletin were made today, and relate to update notes for:

i. CW/00992/06/08 Disputes from THUS, Cable & Wireless, Global Crossing, Verizon and Virgin Media against BT about the level of charges for partial private circuits; and

ii. CW/01002/11/08 Dispute between COLT and BT about the level of charges for partial private circuits.

The update notes announce that Ofcom has issued final determinations in these disputes and that it will conduct some further work in relation to these disputes.

Consumer Bulletin

Media Literacy e-Bulletin

This month’s Media Literacy e-Bulletin features extracts from the latest edition of ‘Adults Learning’, the magazine of the National Institute of Adult Continuing Education. This includes analysis of the Digital Britain Report from a number of thinkers in this area, including Ofcom’s Stewart Purvis.

Office of the Telecommunications Adjudicator Update

The independent Office of the Telecommunications Adjudicator (OTA2) has today published its update for September 2009. This shows that at the end of September there were 6.12 million unbundled lines and 6.14 million Wholesale Line Rental lines. In addition, the number of telephone numbers using Carrier Pre-Select was 3.84 million. The update can be found here: http://www.offta.org.uk/

Licence variation: Freedom4

Ofcom has today published a statement approving a licence variation request from Freedom4, allowing the WiMAX provider to offer mobile wireless access. The statement can be found at:

Radio licensing update

The Monthly Update provides information about Ofcom’s broadcast radio licensing activity, including details of commercial radio licence re-advertisements, changes to the formats of stations, and community radio licence awards. Guidance on AVMS

Consumer protection test for telephone numbers

The Consumer Protection Test for telephone number allocation focuses on communications providers who have used numbers to cause serious or repeated harm to consumers. Ofcom will not allocate 070 personal numbers, 0871/2/3 special service higher rate numbers and 09 premium rate numbers to anyone who appears on either of two lists. We strongly encourage all providers that assign telephone numbers to others to take best use of numbers and consumer protection into account and to refer to the following two lists that we are publishing when making assignment decisions.
